Hotfix for tropo release 2020.04T

Each Book-Request B will be send to xRes as action BQ.

tropo.de received the new xIBE release 2020.04T with new features

• faster performance
• SearchEngineRegionList -> Displaying cheapest offer in region tree

Therefore, the xIBE cache database from tropo was changed to server db03.app.xibe.rz1.xtrav.de.
