[Hotfix] 19.03-12

All 19.03-11 systems were upgraded to 19.03-12. changes with 19.03 RKU XRES-5502 Additional we had to rollout all systems again, because with the 19.03 version the OTDS module is required on the cache01 systems. All systems which were rollout yesterday had an error during the INFX export regarded to this issue.
